    Electronic Laboratory Project Brief – 2008








    e-Laboratory Action Zone

    eLabs has been indicated by HISAC as one of its top business plan priorities for 2007/2008 and will enable diagnostic laboratory test ordering and reporting information to be easily accessed and shared in a secure and timely manner.

    NZHITC e-Laboratories Rotorua Project

    HISAC is championing a project led by the NZ Health IT Cluster that will assist implementation of eLabs across New Zealand. The project team consists of primary care, PHO, DHB and Laboratory representatives from Rotorua and the Bay of Plenty and key vendors of primary care, hospital and laboratory systems. To date the project has hosted various business process and clinician stakeholder workshops in two areas:

    1. The delivery to HISAC of a costed development proposal for a pilot implementation that includes a thorough evaluation of the benefits to the sector of community and secondary electronic ordering and return of results of lab tests.
    2. The identification of HISO candidate standards and project artefacts for broader use in the sector by means of priority requirement gathering by the business / clinical representatives on the NZHTIC project.

    Project Phases

    The e-Labs Rotorua project has three phases: initiation, development, and implementation.

    1. Initiation Phase
    This phase established the project scope, requirements, and framed the development phase. The technical, clinical, and business process requirements for the draft technical architecture were developed to support flexible implementation approaches wherever possible.

    The final implementation approach workshop for this phase was held on the 19 March 2008, and agreed the pilot project team and detailed scope:
      • The architectural approach to delivering the solution.
      • The scope of the pilot implementation.
      • The organisations keen to participate in the next steps of the project.
      • The next steps for the project team.


    2. Development Phase
    This phase will advance the proof of concept implementation and propose a pilot site. The benefits resulting from the project will be evaluated and quantified by a research and evaluation work stream.

    3. Sector Roll Out
    Once the benefits of the eLabs pilot have been quantifies in the benefit realisation review a wider sector roll out can be implemented.
